What Comes Next, and in What Order?
The LOPP is the bridge between long‑range planning in the Metropolitan Transportation Plan (MTP) and near‑term funding in the Transportation Improvement Program (TIP). It is updated annually and approved by the MPO Board. Projects must be identified in the MTP to be eligible for inclusion in the LOPP.
The LOPP:
- Prioritizes projects within their funding programs and timeframes
- Coordinates projects with FDOT, local governments, and partner agencies
- Demonstrates “program‑readiness” by meeting key requirements, including:
- A clearly defined scope of work
- A realistic cost estimate
- Coordination with implementing agencies
- Local support
The LOPP is also used as a programming guidance tool, providing clear direction on which projects and phases should be advanced for funding.
